Application form for lack of suitable money transfer

The OSMF takes PayPal, international bank transfer, SEPA, or UK bank transfer. For a list of countries without PayPal access, we take information from their US Prohibited Countries list and list of supported countries for the UK.
Members who live in one of the following countries have a lack of suitable money transfer options and automatically qualify under this part of the policy.

  • Central African Republic
  • Equatorial Guinea
  • Haiti
  • Iran
  • Kosovo
  • Lebanon
  • Liberia
  • Libya
  • Nepal
  • North Korea
  • Pakistan
  • Sierra Leone
  • Sudan
  • South Sudan
  • Syria
  • Timor-Leste
  • Uzbekistan

This list may be updated from time to time as PayPal’s rules and embargos change. If you are from a country not on this list and prohibited from sending money by PayPal or bank transfer, please contact the Membership Working Group at

If you are not a resident of these countries, but paying the fee is an unreasonable burden to you, you can apply for a fee waiver for financial hardship instead.

We ask for your OSM user name because we require that the applicant is an “active mapper” as defined in the Contributor Terms. The applicant must have edited OpenStreetMap in three different calendar months in the last twelve months. This will be checked by looking at your OSM edit history for your user name.
